Efter långdragna förhandlingar finns nu åter ett avtal på plats mellan Bibsamkonsortiet och det vetenskapliga förlaget Elsevier. Enligt ett pressmeddelande från Bibsam och Elsevier så träder avtalet ikraft med omedelbar verkan och innebär att forskare i Sverige nu åter får tillgång till de drygt 2 000 vetenskapliga tidskrifter som finns inom Elsevier.

Dessutom kan alla svenska forskningsartiklar publiceras omedelbart med open access.

Det här är ett mycket viktigt och glädjande besked och ett stort steg mot att göra forskningen mer tillgänglig. Det förra avtalet sades upp vid halvårsskiftet 2018.

Enligt pressmeddelandet innebär det nya avtalet främst följande:

• Obegränsad öppet tillgänglig publicering i Science Direct Freedom Collection (inklusive tidskrifter från lärda sällskap), Cell Press och alla öppet tillgängliga tidskrifter
• En unik pilot som innebär öppet tillgänglig publicering av 100 artiklar i Cell Press hybridtidskrifter, vilket täcker hela konsortiets publicering i dessa tidskrifter
• Läsrättigheter till Science Direct Freedom Collections cirka 2000 tidskrifter från 1995, och som tillval Cell Press (14 tidskrifter)
• Publicering med CC-BY licens (eller annan öppen licens enligt författarens önskemål)

Publiceringen inom avtalet förväntas bli cirka 3 800 artiklar per år.

Även Karolinska Institutets Universitetsbibliotek (KIB) har skrivit om det nya avtalet på sin webbplats.

Uppdatering 27 november: Avtalet träder i kraft 1 januari 2020, men vi får tillgång till att läsa de ca 2000 vetenskapliga tidskrifterna från Elsevier inom kort (sannolikt 4-5 december). Avtalet täcker publiceringskostnaden för de artiklar som skickas in (submittas) till förlaget från och med 1 januari, och när de publiceras blir de omedelbart open access.

New agreement with Elsevier

After lengthy negotiations, a new agreement is now in place between the Bibsam Consortium of Sweden and the scientific publisher Elsevier. According to a press release from Bibsam and Elsevier, the agreement comes into force with immediate effect, which means that researchers in Sweden are regaining access to the more than 2,000 scientific journals through Elsevier.

In addition, all Swedish research articles can be published immediately with open access.

This is a very important and gratifying message and a big step towards making research more accessible. The previous agreement was terminated at mid-year 2018.

According to the press release, the new agreement mainly means the following:

• Unlimited open access publishing in Elsevier hybrid and fully gold titles, society journals, and fully gold Cell Press and The Lancet titles
• A unique pilot centred around open access publishing of 100 articles per year in Cell Press hybrid journals, which covers the entire consortium’s publication output in these journals
• Reading rights to the Science Direct Freedom Collection (approximately 2,000 journals) from 1995, and as an additional option Cell Press (14 journals)
• Publishing with CC-BY license (or another open license, according to the author’s wishes)

The publication output within the agreement is expected to be approximately 3,800 articles per year.

Update 27 November: The agreement will be valid from 1 January, 2020, but we will have access to the approximately 2 000 scientific journals from Elsevier shortly (probably 4-5 December). The agreement covers the publishing cost of the articles submitted to the publisher from 1 January, and when they are published they immediately become open access.
